Steps

1. Remove every rule not in force on your date (SQL, before ranking).
2. Embed the question with Qwen3-Embedding and rank by meaning.
3. Return the top 5.

Tested and dropped

• Keyword search with rank fusion: helped expert rulings slightly but cost version-change questions 13 points.
• Cross-encoder reranking: gained 7 to 9 points on version changes, but took over 10 seconds per question on a CPU.
